ARCHS' Successful Work Incentives for TANF Community Partnership is moving people from welfare to work and positively impacting the state's economy during tough times.

$2.1 million + positive impact for Missouri

Christian Hospital (above) is one of ARCHS' Welfare to Work Community Partners.

Since July 2008, 81 individuals have moved from welfare to full time

work through ARCHS' Welfare to Work Partnership. A total of 369 have been placed

in transitional jobs.

These individuals have added a minimum of $11,000 to their annual

household incomes by working full time.  This has added more than $650,000

back into the St. Louis area economy.

It has also reduced the state's welfare (TANF) roll by $480,200 - making

for a positive annual swing to the state of more than $1,019,200.

As well, ARCHS' partnership has also helped the state remove 248 people

from TANF sanction lists (which is tied to federal money the state

receives) - which shows an additional positive impact the partnership is having

on the state's economy.

More than 221 people were served through the partnership this past year

with a focus on job/lifeskills training services. Employers participating in the

partnership have donated $1.2 million in training goods and services.

Employers: Need a Hand? No Payroll or Benefit Costs…

ARCHS in collaboration with the State of Missouri offers an innovative “Subsidized Wages

program for the St. Louis region.  This proven program allows employers to hire, train, and

provide hands-on work experience using transitional jobs.

Transitional jobs are time-limited “subsidized” wage based employment opportunities

that combine work experience, skill development and support services for persons in

need of employment. There is NO direct cost to the company for wages. Employers provide

the work place and training. ARCHS' partners handle the rest.

History:

Update: ARCHS' Welfare to Work Partnership has been re-awarded funding to continue its partnership for FY 2009-10.

August 2007: ARCHS) was awarded a $1.169 million grant from the Missouri Department of Social Services (DSS) to assist Temporary Assistance for Needy Family (TANF) recipients who have been sanctioned for not adhering to benefit requirements. DSS awarded eight “Community Work Support” grants statewide totaling $3.3 million.

The grant will fund ARCHS’ Successful Work Incentives for TANF (SWIFT) Community Partnership. ARCHS uses a transitional jobs model to help St. Louis City and County TANF recipients remove the barriers (including unemployment) that have led to their benefits being sanctioned by the state. ARCHS partners create action plans and then track the progress of the recipient in their progress towards job training and placement.

ARCHS' case management focuses on job/ life skills training, housing and transportation assistance, child care referrals, health care access and financial literacy. Special services related to mental illness, substance abuse and domestic violence are also be available.

Created in 1997, TANF is the successor to the Aid to Families with Dependent Children program, providing cash assistance to indigent American families with dependent children through the U.S. Department of Health and Human Services. There is a maximum of 60 months of benefits within one's lifetime (some states instituted shorter periods) and there is a component requiring clients to attempt to find employment.
